This item can be purchased from the Medallion Shop for 800 medallions or 20000 triads. When purchased, it first goes to your rewards (inventory>character>rewards). Drag from there to your inventory and right-click it>"use". After that go to inventory>character>customize>peg base decor: open inventory, select "character" drop-down menu, select "customize" from the drop-down menu, select "peg base decor" from the menu that appears, choose a peg base and hit "save". Enjoy!
